Up on the hill is another clear area of land. There is a broken flag of unknown origin and a structure which appears to be a chair.
From here, you can see the entire view of the ocean, including Boultin Mountain.

Without any clues to where your fellow hikers could be, you went back down the hill to the pulley.
Head to the Pulley
